By passing the Constitutional Law on the Rights of National Minorities (National Gazette Narodne novine No. 155/02), which is based on the highest international standards, the system of upgrading, safeguarding and protection of national minorities in the Croatian society has been further developed. Among other things, the Law guarantees to national minorities the right of electing members to the council and representatives in the units of local and district (regional) governments to participate in the public life and management of local affairs.
In 2003 and 2004, bodies of the City of Zagreb have taken numerous measures to implement the Constitutional Law. Elections for the council members and representatives of the national minorities in the City of Zagreb were held on May 18, 2003, Sanja Zoričić – Tabaković, at the motion of associations in which the Jewish Community Zagreb is a co-founder, was elected.
In May 2004, the City Municipality of the City of Zagreb has passed (Official Gazette of the City of Zagreb, No. 10/04), a decision related to the basic City act, whereby provisions on powers and authorities of the council and representatives of national minorities, official use of marks and symbols of national minorities and provision of assets for operation of the council and representatives of national minorities in the City of Zagreb are incorporated in the City act. Two months later (Official Gazette of the City of Zagreb, No. 10/04), manner, terms and procedure for execution of rights of the council and national minority representatives in the City of Zagreb have been regulated. Although it was not a legal obligation of the City, under the Decision mentioned above, the Board of National Minorities as a permanent operating body of the City Municipality was established to consider issues related to exercising rights of national minorities in the City of Zagreb, measures for upgrading the status of national minorities in the City of Zagreb and proposals of general bylaws regulating issues of significance to national minorities in the City of Zagreb and to provide its proposals and opinion to the City Municipality. The Board has a president and six members. Three members of the Board are appointed among members of the council and national minority representatives.
As of 2003 and on elections in 2007, 2011, 2015, 2019 and 2023. Sanja Zoričić – Tabaković has been re-elected as a Representative of the Jewish national minority in the City of Zagreb, at the motion of associations in which the Jewish Community Zagreb is a co-founder.
From 2019, a Deputy Representative of the Jewish national minority in the City of Zagreb is Dina Šosberger - Štampalija.
